With the man's legs dangling off the side of the building, officers were able to handcuff the man to the railing.

Firefighters then cut the railing and removed it and the man from danger.

The man was not arrested but was hospitalized for evaluation.

Police say the man was distraught over a breakup with his girlfriend.
