LONG BEACH -- Jesse James won't face criminal charges in connection with an altercation with a paparazzo captured on video first aired on KTLA.

The confrontation between James and celebrity photographer Ulises Rios happened on March 25th as Rios was driving down Anaheim Boulevard near West Coast Choppers in Long Beach, said Nancy Pratt of the Long Beach Police Department.

According to Rios, James spotted him and rode up on a motorcycle, yelling and screaming. Rios says James stopped his motorcycle in front of Rios' SUV at an intersection, blocking the vehicle.

James and another man then approached his vehicle and yelled at him to leave the area, Rios says.

The other man with Jesse had a knife, according to Rios, and started slashing his tires. Rios says three of the tires had to be replaced.

James was cited with vandalism for the slashing of Rios' tires, and at James' request, the paparazzo was cited for stalking, said Long Beach Police Department spokesperson Nancy Pratt.

The Long Beach prosecutor's office released a statement Thursday evening saying that no charges will be filed against James, who's currently in the midst of a divorce from Sandra Bullock, because there's insufficient evidence.

James' friend has been charged with one count of vandalism, according to the Long Beach prosecutor's office.

Jesse James has been in the glare of the media spotlight since reports surfaced that he was cheating on his wife, actress Sandra Bullock, with several different women.

James then checked himself into a rehab facility in Arizona, reportedly for treatment for a sex addiction.

Bullock has since filed for divorce from James, and announced that she plans to raise a baby they adopted in January on her own.
