LOS ANGELES -- The civilian board that oversees the Los Angeles Police Department has agreed to continue a red-light camera program despite a low ticket collection rate.

The five members of the Police Commission voted unanimously Tuesday to continue the enforcement program, which police officials say has been shown to reduce collisions.

A September audit questioned the effectiveness of the 4-year-old program, finding that 56,000 citations worth more than $7 million in potential revenue have gone unpaid. Police blame the court system for not aggressively going after violators who fail to pay their tickets.
