Prosecutors say Dinkins crashed into a wagon carrying 13-month old Kaylee Alvarez and her 2-year-old brother Oscar at the intersection of 10th Street and Redondo Avenue.

The children's parents were pulling the wagon across the street when it was struck by a Dodge Durango driven by Dinkins.

The wagon was dragged several hundred yards before it came to a rest, according to Long Beach police Officer Jackie Bezart.

Kaylee and brother were trapped under the SUV in the wagon, Bezart said.

The vehicle came to a stop and Oscar fell away from the SUV, but then Dinkins sped away.

Kaylee remained trapped, and was dragged for about a mile before Dinkins stopped again.

Witnesses followed Dinkins and called police.

Dinkins was arrested nearby.

Kaylee was pronounced dead at the scene, and Oscar was taken to an area hospital in critical condition.
