Video from the scene showed an infant car seat on the ground.

The girl was also treated for non life-threatening injuries.

Two children, a 3-month-old boy and a 1-year-old girl, were eventually found alone in an apartment in North Hollywood.

Children services is investigating before more charges are filed against the mother.
