Neighbors told KTLA that Moreno was the victim's grandson.

They also said they were not surprised by the incident.

"I'm expecting it because they way the situation is here mostly," neighbor Lillian Ramos said. "It's like always just yelling and screaming,"

"This house is no stranger to anyone," another neighbor, Minister Mark Ronson, Sr., told KTLA.

"There's a lot of activity there. The kids have been taken away. The police department had to respond to this house all throughout the year. It's just been going on and on and on."

Moreno has been cited seven times by Upland police officers on misdemeanor charges, including a minor in possession of alcohol, obstructing a police officer, theft of personal property, providing false identification to a police officer, trespassing, vandalism and being under the influence of a controlled substance, according to court records.
