The toddler was discovered by officers responding to a report of possible child abuse.
Detectives found the little girl to be seriously underweight and covered with new and old injuries.
They called the Department of Child Services who advised the couple to take the girl to a doctor.
Physicians at Loma Linda University Medical Center determined the child's injuries were consistent with physical abuse and starvation.
At her initial doctor's visit, the child weighed 27 pounds, Hunt said.
That is the average weight of a typical 18-month-old.
The child's parents, Lemon and Chasee Richard, both 37 were arrested and booked into Victor Valley Jail for torture of a child.
The couple's remaining three children, ages 9 months, 19 months and 16 years old, were removed from the home.
