Anthony Nicholas Orban is accused of abducted a 24-year-old restaurant employee as she left work Saturday at Ontario Mills Mall.
The woman was forced to drive to Baseline Road and park in a commercial complex east of Interstate 15 in Fontana, Ontario police Sgt. David McBride.
Orban then "forced the victim to disrobe and then brutally raped her at gunpoint," Ontario police said in a statement.
The gunman then fled -- leaving his gun behind.
The woman summoned Fontana police.
During the investigation police discovered the gun was actually a service revolver registered to Orban.
Prosecutors say when he realized he lost his gun, Orban called Jeff Thomas Jelinek, 30, an officer for the California Department of Corrections, who drove him back to the Ontario Mills parking lot.
In 2011, Jelinek pleaded guilty to being an accessory to a crime and agreed to testify against Orban.
Orban, a 5-year-member of Westminster Police Department, is being held at West Valley Detention Center on $1 million bail.
Orban has been relieved from duty pending an investigation, a department spokesman said.
Jeff Jelenek is a 4-year member of the California Department of Corrections and Rehabilitation assigned to the California Institution for Men in Chino.
He is being held on suspicion of carjacking and conspiracy. His bail is $250,000.
Detectives are concerned that there may be other victims.
